An upscale senior assisted living facility is coming to Danville. The Villas of Holly Brook Assisted Living and Reflections Memory Care community is planned for construction on land along Bowman Avenue, next to the New Life Christian Center.
The proposed project will require $9-million dollars in construction loans plus $1.5 million dollars in investment in order to meet projected break even monthly financials. In order to accomplish their goal, the owners are seeking an expansion of the Danville/Vermilion County Enterprise Zone to include the 22-acre parcel and provide a requested property tax abatement for ten years. Additionally, they are requesting $60-thousand dollars in local Community Development Block Grant (CDBG) funds to go toward the project.

The Villas of Holly Brook Assisted Living and Reflections Memory Care community will serve approximately 140 residents aged 65 and above. Residents are monitored 24 hours a day by a wellness director and professionally trained staff. When fully-staffed, the facility is expected to employ approximately 65 people. Positions vary in skill level and the salary scale will range from $20-thousand dollars for part-time positions to $55-thousand dollars for full-time employees. The owner of the project is Phillips Investments, LLC – Danville Series. The group has three owners who evenly share the ownership: Reggie, Chad, and Hadley Phillips. The regional headquarters is in Charleston, Illinois. The Phillips family also owns assisted living facilities Bloomington, Morton, Washington, Pekin, Chatham, Monticello, Gibson City, Savoy, Herrin, Harrisburg, and Rantoul in Illinois plus Brazil, Indiana.
”This project will serve the needs of seniors and provide economic growth opportunities in Danville,” says Reggie Phillips. ”We appreciate all the support provided by area officials for this project,” he added.
Vickie Haugen, President of Vermilion Advantage, notes ”that in a county where we have an aging population which exceeds the national average, we are very excited to have another quality facility to serve seniors coming to our community. The Phillips group has been a class act to work with and this is a great new first step in furthering the city’s plan to build on the Bowman Avenue corridor.”
The Danville Area Planning and Zoning Commission will consider a request to rezone the site (north of 2105 North Bowman Avenue) when it meets on February 1st. The meeting will begin at 5:15 p.m. at the Robert E. Jones Municipal Building at 17 West Main Street.
