STORY UPDATE: The State’s Attorney’s Office has stated that comment is not permitted at this time because this matter is a subject of litigation. The agreement will be accessible to the public once it is made public as part of the litigation filed by Mr. Toole.
The Vermilion County Board of Health adjourned a special meeting Monday night (March 27th) at the Vermilion County Health Department building with no explanation and no comment on an agreement with former Public Health Administrator Douglas Toole.

The agreement was approved by all Board of Health members present. Toole resigned in November of 2022, with no explanation as to what led to his departure having been offered at that time nor since. Environmental Health Director Jana Messmore has been serving as Interim Public Health Administrator.
