DANVILLE, IL… State Representative Brandun Schweizer (R-Danville) joined a bi-cameral lawsuit with Republican colleagues seeking to enforce the Illinois Constitution’s Three Reading requirement regarding the passage of SB 328. The lawsuit, filed through the Sangamon County court, identifies SB 328 as the clearest and most blatant violation, as the piece of legislation is a gut-and-replace measure that did not receive the constitutionally-mandated three readings, despite the supermajority held by Democrats in the Illinois General Assembly.
SB 328 would overhaul Illinois’ judicial system and allow out-of-state businesses to be sued by out-of-state plaintiffs in Illinois courts for incidents with no connection to the state.
“The Third Reading Rule is not a suggestion, it is a constitutional mandate,” said Rep. Schweizer. “This legislation is outrageous and will deeply hurt job creators and Illinois families. Illinois Democrats continue to erode transparency with their extreme efforts to ram legislation through the legislature. This process is unconstitutional and unacceptable, and it needs to be challenged.”
The Third Reading Rule is the final stage of debate that bills must follow, outlined by the state Constitution. This process includes reading the bill three different times on three different days, something Democrats continue to deliberately bypass, leaving legislators and Illinoisans in the dark on legislation.
