DANVILLE — Following the three-member Vermilion County electoral board’s vote Monday morning to sustain an election objection and remove Democratic sheriff candidate Hugh H. Sands from next year’s ballot, Sands says he’s looking to appeal the decision.
Sands claims the decision to not allow him to be on the ballot was already made by the electoral board, chaired by County Clerk Robyn Heffern and consisting of State’s Attorney Jacqueline Lacy and Vermilion County Circuit Clerk Melissa Quick.
He said some county officials already tried to reject his petition before he turned it in and he went to the state election board which said the county must accept his filing.
“It’s all politics,” Sands said.

A hearing was held on Monday, November 17, at 9:00 a.m. regarding the objection of nominations papers filed
by Jerry Hawker against the candidacy of Hugh Sands for the office of Sheriff.
Pursuant to 55 ILCS 5/3-6001.5, any individual seeking the office of Sheriff is required to have successfully
completed the Minimum Standards Basic Law Enforcement Officers Training Course.
Following review of evidence, discussion of findings, and application of the law as set forth in Gercone v. Cook
Cnty.Officers Electoral Bd., 2022 IL App(1st) 220724, the Electoral Board sustained the objection, and Mr. Sands
shall be removed from the ballot.
