DANVILLE — The thumbs up and big smile said it all when Democrat candidate for Vermilion County Sheriff Hugh Sands left the courtroom Friday afternoon.
In a reversal judicial review, Judge Lindsay Starwalt ruled that Sands can return to this year’s election ballot.
Starwalt said there were two issues in the case — if Sands was required to file a training certificate or waiver with his nominating petition and if the waiver meant he was still qualified to be sheriff?
Starwalt said the training waiver wasn’t required to be filed at the same time, under state law, and he’s qualified to run, passing the exam and meeting the standards for training hours, even if part-time, fulfilling the training requirement.
