Residents of Hoopeston and Westville are being advised what to do in the event they need help in the extremely cold weather. Temperatures are expected to plunge to 5 to 8 below zero both tonight (Saturday, December 13, 2025) and tomorrow night. And wind-chill readings may be as low as 20 to 30 degrees below zero at times. The wind-chill is how cold it feels on exposed skin.
In Westville, village leaders say if you or someone you know is without heat and unable to stay warm, please call the non-emergency phone number 217-442-0155. Westville Police will arrange transportation to a local warming shelter.
Both Westville and Hoopeston leaders are also asking people to check on their neighbors, elderly residents, and anyone who may need help. In Hoopeston a public warming center will be open at City Hall (24-hours-a-day) through 7:00 a.m. Monday, December 15th to provide residents a safe place during the stretch of dangerously cold temperatures and wind-chills. The warming center is located in the Hoopeston City Council chambers. All community members seeking relief from the cold are welcome.
In addition to the warming center, the City of Hoopeston encourages residents to keep the following cold weather tips in mind:
- Dress in layers to cover exposed skin. Hats, gloves, and scarfs can significantly reduce the loss of body heat.
- Limit time outdoors. If you must be outside take frequent breaks to get warm.
- Check on neighbors, especially seniors, people with disabilities, and those living alone.
- Keep space heaters at least 3 feet away from anything that can burn…and never lease space heaters unattended.
- Protect pipes by allowing faucets to drip and keep cabinet doors open to allow warm air to circulate around pipes. (Such as under your kitchen sink.)
- Bring pets indoors and ensure animals have a warm, dry shelter.
