PEORIA, IL – Chief Executive Officer Andrew Rand is retiring after 35 years of leadership that helped transform Advanced Medical Transport, Inc. (AMT) into the region’s leading EMS organization. The AMT Board of Directors has appointed Chief Operating Officer Todd Baker as the organization’s next Chief Executive Officer. The planned transition, which will be completed on December 31, 2026, reflects years of strategic succession planning and reinforces AMT’s ongoing commitment to delivering exceptional patient care while advancing emergency medical services across Illinois.
A Legacy of Transformational Leadership
During his 35-year career at AMT, Rand helped guide the organization through significant transformation and sustained growth. AMT evolved from a traditional ambulance provider into a comprehensive mobile healthcare organization recognized for clinical excellence, innovation, and strong partnerships with hospitals, municipalities, and public safety agencies.
Today, AMT serves more than 120 communities across Illinois, employs more than 500 professionals, and completes over 100,000 emergent and scheduled medical transports each year. With operations spanning Peoria, the Quad Cities, Champaign-Urbana, Danville, Springfield, and surrounding communities, AMT continues to make a meaningful impact through exceptional patient care and trusted EMS services.

• Built one of the nation’s strongest regional cardiac arrest survival systems through collaborative initiatives like Race to the Top and strong partnerships with hospitals and first responders.
• Expanded access to care through specialized services, including critical care transport and the acquisition of Illini Medical Transport, strengthening urgent and scheduled medical transportation throughout the region.
• Enhanced patient outcomes through continued investments in advanced communications technology, workforce development, and data-driven quality improvements.
• Maintained rigorous national accreditation, reinforcing AMT’s commitment to delivering high-quality care while holding itself accountable to the highest industry standards.
• Advanced employee, operational, and community safety initiatives that reinforce AMT’s culture of safety and continuous improvement.
• Strengthened community partnerships through CPR education, public access defibrillator programs, and initiatives that improve access to care.
• Expanded workforce access with EMS education, accredited paramedic training programs, and a community-focused paid job training program for people of many backgrounds.
• Supported local nonprofit organizations and community health initiatives that strengthen the health and well-being of the communities AMT serves, including Heart of Illinois United Way, Heartland Community Health Clinic, CardioReviver (AED Donation Program), and the Stroke Awareness Program.
Leading AMT’s Next Chapter
The AMT Board of Directors unanimously selected Chief Operating Officer Todd Baker, who has served in various roles for the past six years, as the organization’s next Chief Executive Officer. Baker has played a central role in overseeing AMT’s day-to-day operations and long-term strategy since 2020. With experience spanning organizational leadership, finance, technology, workforce development, and healthcare system partnerships, Baker is exceptionally prepared to lead AMT through its next era of growth and innovation.

Baker assumes the role of Chief Executive Officer of Advanced Medical Transport of Central Illinois (AMTCI) on July 22, 2026. Rand will continue serving as President and Chief Executive Officer of AMTCI’s parent organization, AMT, Inc., through December 31, 2026. Baker will assume the role of President and CEO of AMT, Inc., on January 1, 2027. Rand will remain in an advisory role through 2027 to support Baker, the organization, and its subsidiaries throughout the region during the leadership transition.
